Concrete Repairs & Structural Restoration

Structural Inspections & 40/50 Year Inspections
Following the 2021 Surfside collapse, Florida enacted Senate Bill 4-D requiring mandatory Milestone Inspections for all residential condominium and cooperative buildings three stories or taller. If your building is within three miles of the coastline, the inspection is required at 25 years. All other qualifying buildings must comply at 30 years. After the first inspection, recertification is required every 10 years.
Biagi & Associates is a licensed provider of Milestone Inspections for condo associations, co-op boards, and property managers throughout Broward, Miami-Dade, and Palm Beach counties. We guide associations through the full process:

Phase 1 — A thorough visual inspection of the building's structural components by a licensed structural engineer. If no substantial deterioration is found, no further action is required.

Phase 2 — Triggered when Phase 1 identifies significant structural deterioration. Biagi & Associates manages the Phase 2 process by directing and overseeing specialized materials testing contractors who perform the physical investigation — which may include concrete core sampling, ground-penetrating radar, carbonation testing, half-cell potential testing, and crack mapping, among other methods. Our licensed structural engineers analyze the testing results, prepare the engineering report, and submit the sealed Phase 2 findings to the local building official.
Our engineers also work alongside reserve analysts during the Structural Integrity Reserve Study (SIRS) process, providing the structural assessment data associations need to meet their mandatory reserve funding requirements under Florida Statute §718.112(2)(g).
